HAWC Temporary Rates in Effect Pending Permanent Rate Approval

EFFECTIVE SEPTEMBER 1, 2025, UNTIL PERMANENT RATES ARE FINALIZED

On June 17 ^th , 2025, The Hampstead Area Water Company, Inc. (“HAWC”) filed for a rate increase with the New Hampshire Public Utilities Commission (“NHPUC”) Docket No. DW 25-034. On August 29, 2025, the NHPUC issued Order No. 28,177 approving an overall temporary rate increase of 23.24 percent to all rate groups, effective for service rendered on or after September 1, 2025. The temporary rate will remain in effect until the permanent rates are finalized. Once permanent rates are approved, the difference between what was charged under temporary rates will be reconciled with permanent rates to produce a surcharge that will require additional Commission approval. Municipal hydrant charges are paid either under the tariff due dates or as modified by Commission Order No. 28,177.

Examples of Rate Changes in Common Rate Groups

· The monthly base rate charged by HAWC for customers with a 5/8” meter (98 percent of our customers fall within this 5/8-inch meter group) will increase from $14.24 per month to $17.55 per month.

· Volumetric Charge (all rate groups) will increase from $8.41 to $10.18 per 100 cubic feet.

· Private Fire Protection monthly charge for 2-inch service will increase from $5.31 to $6.54.

· Charges for Municipal (Hydrant) Fire Protection will increase by 23.24 percent.

What Every Customer Should Know About Utility Services in New Hampshire

As a customer of a regulated public utility, you have certain rights and responsibilities.

Your Rights as a Customer Include:

Receiving safe and adequate service at just and reasonable rates.
Receiving and having access to the information needed to understand how your bill is calculated.
Requesting a test of the meter that measures your usage.
Receiving information about rate changes, medical emergency protection, and financial assistance.
Establishing a reasonable payment arrangement for any overdue balance.
During the winter, paying an overdue balance over a longer period of time.

What Does the Policy Include?

HAWC’s Outdoor Watering Policy applies to lawn watering only and is designed to promote efficient water use.

Key components include:

Odd/Even Watering Schedule:
Properties with odd-numbered addresses may water on odd-numbered days; even-numbered addresses may water on even-numbered days.
Time-of-Day Restrictions:
The use of irrigation systems and lawn sprinklers is strictly prohibited between 6:00 a.m. and 6:00 p.m.
This helps minimize water loss due to evaporation during the hottest parts of the day.

Why Is This Important?

Are you a homeowner in the Hampstead Area Water Company's service area? If so, you know how important it is to conserve water. One of the best ways to conserve water is to prevent winter weather freeze-ups and water leaks. In this blog post, we’ll discuss how you can protect your water lines and plumbing from winter weather damage.

First, make sure you protect your water lines from freezing. During cold winter weather, you should disconnect hoses, turn off water valves to outside faucets, and cover outside faucets with foam insulation or a foam-rubber faucet cover. Also, ensure you keep your home’s temperature at 55 degrees or higher to prevent your pipes from freezing.

Dear Water Customer,

On November 24, 2020, The Hampstead Area Water Company, Inc. (HAWC) filed for a rate increase with the New Hampshire Public Utilities Commission (NHPUC).

The increases in the water rates are designed to allow the Company to recover its costs and to earn a reasonable return on its investment. After due consideration and review by the parties, HAWC, the NH Department of Energy, the NH Office of the Consumer Advocate, the Town of Atkinson and the Town of Hampstead entered into a Settlement Agreement. The NHPUC approved the rate increase incorporated into the Settlement Agreement on June 2, 2022; NHPUC Order Number 26,635. This order includes a rate increase to water charges with two proposed step increases in the future, and the approval to charge for private fire protection in residential homes with fire protection systems.

On November 8, 2023, the NHPUC approved the Step 2 Adjustment, Order Number 26,902 . We understand that you may be experiencing frustration due to the recent colored water issue affecting our water supply. We want to assure you that we are fully aware of this situation and are actively working to address it in collaboration with the New Hampshire Department of Environmental Services (NHDES).

The following is a statement issued by the NH Department of Environmental Services on August 17th, 2023:

We understand your frustration with the colored water you are receiving. NHDES is aware of widespread colored water in the Hampstead Area and Salem water systems. We are communicating closely with the operators and managers of both water systems while they work to resolve the issue. While we understand colored water is disruptive and aesthetically unpleasant, both Salem and Hampstead Area water systems are in compliance with all state and federal primary drinking water standards, including additional samples required by NHDES as a result of this issue. Color and manganese at the levels measured exceed what is referred to as secondary standards, which are based on aesthetics, not public health risk.

The colored water occurrence is linked to elevated manganese and natural organic matter (NOM) in Salem's source water. This elevation is likely attributed to periods of high precipitation and runoff, which the Salem treatment process is not specifically designed to fully eliminate. Hampstead Area Water Company (HAWC), relies significantly on water sourced from the Town of Salem to meet the demand, especially during peak usage periods.

We wish to inform you that Salem has taken immediate steps to address the situation by implementing operational adjustments and temporary additional treatment at their plant. As a result, the water leaving the plant is now clear. However, it will take some time for this clear water to fully circulate through both distribution systems.

NHDES is working collaboratively with Salem to develop a comprehensive corrective action plan. This plan aims to improve Salem's intake and treatment processes to prevent such occurrences in the future.

We sincerely understand the inconvenience this situation has caused you and appreciate your patience. Rest assured, both Salem and HAWC are committed to resolving this issue and ensuring the provision of safe and clear water to our valued customers.

We have been made aware of water quality complaints from some of our Atkinson core system customers on the Salem side of our distribution system. The complaints mainly relate to discoloration of the water. Upon investigation, we discovered that the Salem, NH Water Department has also received similar complaints regarding water quality, specifically due to discoloration. Since 2020, a significant portion of the water used by the Hampstead and Atkinson core system has been sourced from the Southern New Hampshire regional pipeline, which passes through Salem's distribution system. As a result, the discoloration issue affecting Salem has also impacted the Hampstead and Atkinson core system.

According to information provided by Salem Utilities in 2022, the discoloration may be caused by mineral deposits, including iron, present in the distribution system. These deposits may have been stirred up, leading to the discoloration. It is important to note that while the water may be discolored, it is still safe to drink.

We understand the inconvenience this may cause, and we kindly request that if you are experiencing any discoloration in your water, please notify our customer service department. This will allow us to track the affected areas and adjust our response accordingly. The NHPUC approved the rate increase incorporated into the Settlement Agreement on June 2, 2022; NHPUC Order Number 26,635 . This order includes a rate increase to water charges with two proposed step increases in the future, and the approval to charge for private fire protection in residential homes with fire protection systems.

On April 28, 2023, the NHPUC approved the Step 1 Adjustment, Order Number 26,809. In the Step 1 adjustment the monthly base rate charged by HAWC for customers with a 5/8” meter (most residential customers) will increase from the current rate of $11.92 per month to $12.89 per month. The consumption rate will increase from the current rate of $6.90 per 100cf to $7.72 per 100cf. The private fire protection charges will not change. RATE INCREASE - JUNE 16, 2022

On November 24, 2020, The Hampstead Area Water Company, Inc. (HAWC) filed for a rate increase with the New Hampshire Public Utilities Commission (NHPUC).

This rate increase covers the increased operating costs since the last general rate case in 2017, plus provides additional revenues to allow for recovery of HAWC’s infrastructure investment and operations. This includes improvements made by the company to participate in the State of New Hampshire’s Southern New Hampshire Regional Water Project (SNHRWP). Also, other additions such as the construction of a 1-million-gallon water storage tank and numerous upgrades to the company’s core system to receive additional water from SNHRWP. These infrastructure improvements were necessary to enhance water supply capabilities throughout the core system and provide additional short and long term water capacity for our customers. There were multiple infrastructure and plant investments made to our satellite systems as well.

The increases in the water rates are designed to allow the Company to recover its cost and to earn a reasonable return on its investment. After due consideration and review by the parties, HAWC, the NH Department of Energy, the NH Office of the Consumer Advocate, the Town of Atkinson and the Town of Hampstead entered into a Settlement Agreement. The NHPUC approved the rate increase incorporated into the Settlement Agreement on June 2, 2022; NHPUC Order Number 26,635. This order includes a rate increase to water charges with two proposed step increases in the future, and the approval to charge for private fire protection in residential homes with fire protection systems.

Under the approved rate change, all monthly base rates will be increasing. The monthly base rate charged by HAWC for customers with a 5/8” meter (most residential customers) will increase from the temporary rate of $11.23 per month to $11.92 per month. The consumption rate will increase from the temporary rate of $6.74 per 100cf to $6.90 per 100cf. It is estimated that this rate increase will raise the average residential customer’s bill by $1.45 per month. The NHPUC also approved changes to the private fire protection monthly rates. These rates will be decreasing for commercial customers, and they will now be charged to residential customers with fire protection in their homes based on their pipe size. The monthly base rate for residential homes with a 2” fire protection line (most common size), will be $5.31 per month.

Water System Flushing for Routine Maintenance and Emergencies

As part of Hampstead Area Water Company’s commitment to ensure the highest quality water for our customers, our water operators must perform preventive maintenance on our service lines. This maintenance is called “Flushing”. This process is done to ensure the highest quality water for our customers as well as maintain our service lines.

You will receive notices when the process will happen and may notice our Water Operators manually releasing water from fire hydrants or blow off valves within our water system. This process allows us to flush the main water lines. 

This process cleans the buildup of minerals and sediment on the inside of the water mains.

The buildup of sediment in the water lines is normal. This does not mean that your water is unsafe to drink. To help you better understand, here is a breakdown of what, where, when, why, and how we perform our water service flushing, and what you need to know before, during, and after we do it. 

During this process you may experience low water pressure or discolored water. Please try and refrain from excessive use; do not run your washing machine, dishwasher or run water for long periods of time.

What we are doing 

Our water operators open hydrants and blow off valves on the water mains. They flush the water mains at a high velocity. This stirs up and removes sediment from the length of the water main to ensure quality water is being provided to our customers. 

Why we are doing this  

Too much mineral and sediment build up can lead to decreased water flow and discolored water. Flushing the water mains protects the flow for clean water at the highest flow rate throughout the service lines.,

How long this will last 

For you, the customer, this should only last a few hours as we flush past your property. We may be in the neighborhood for more than one day, but your water shouldn’t be affected for long. For us, this process can typically last between a few days to a few weeks, depending on the size of the targeted areas. 

How much water we go through 

The goal is to flush out as much sediment as possible without wasting too much water. The amount of water needed to flush out a water main depends on a variety of factors, including the size of the main, water pressure and the sediment build-up.

Isn’t this a waste of water? 

It may seem like it, but no. In fact, it’s a necessary task utilized by all water systems as normal maintenance and service to its infrastructure to ensure safe drinking water

How does this affect me?

While HAWC is flushing your water, please try to limit your usage. Flushing can cause a shortage of water pressure with the sediments of water reaching your home. Your water will remain safe and meeting all the water quality standards. 

At the end of the day once we have completed our flushing you may experience sediment or discolored water in your home. Please follow these simple steps to endure that your home lines and quality of water are not affected.

Flushing the water in your home is simple if done properly. 

Customers should flush a cold tap for a few minutes, no longer than 15. Do not use a tap with a water filter connected to it because sediment could clog the filter. Do not use a hot water tap either; sediment could start flooding into your hot water tank. 

Test your water by pouring it into a transparent cup or container. If the water is clear, it is acceptable to use for laundry and washing dishes. If the water from the tap doesn’t clear in five minutes, wait half an hour and try again. 

If the water is still discolored after three to four hours, call our customer service line at 603-362-4299.

Temporary Rate Increase

TEMPORARY RATE INCREASE - JANUARY 17, 2022

On November 24, 2020, The Hampstead Area Water Company, Inc. (“HAWC”) filed for a rate increase with the New Hampshire Public Utilities Commission (“NHPUC”). In May 2021, HAWC, The New Hampshire Department of Energy (“NHDOE”, formerly NHPUC Staff) and the Office of the Consumer Advocate (“OCA”) reached a settlement on temporary rates that was presented to the NHPUC. On January 17, 2022, the NHPUC approved an order ( # 26,566 ) authorizing HAWC to charge temporary rates for services billed after the date of the PUC order (1/17/22). The temporary rates will be in place until the final rate increase can be determined by the NHPUC.

Under the temporary rates all monthly base rates will be increasing. The monthly base rate charged by HAWC for customers with a 5/8” meter (most residential customers) will increase from $10.00 per month to $11.23 per month. The consumption rate will increase from $6.11 per 100cf to $6.74 per 100cf. It is estimated that this temporary rate increase will raise the average residential customer’s bill by $4.24 per month.

This temporary rate will remain in effect until the final rate is determined. Currently it is expected that the rates will be finalized in May 2022.

LATE FEE UPDATE EFFECTIVE MARCH 31, 2021

The Public Utilities Commission’s moratorium on charging late fees on past due accounts ended on March 31, 2021. Effective immediately, any bill unpaid by the due date will be charged a late fee. If you have a past due balance from before March 31, 2021 and wish to avoid paying a late fee, you must contact our office to set up a payment arrangement.

A payment arrangement will require you to pay the current month’s bill plus an additional amount toward the past due balance each month. The amount that is past due can be paid over a 12-month period. No late fees will be charged if a payment arrangement is set up and followed. Any customer with a past due balance that does not contact us to set up a payment arrangement will be assessed a late fee until the past due balance is paid in full.

ATKINSON - CHANGE IN PUBLIC DRINKING WATER SUPPLY TREATMENT

Beginning Monday, November, 16th and continuing until further notice The Atkinson portion of the Atkinson and Hampstead Core Water system will be temporarily transitioning from chloramines back to chlorine disinfection.

Note: That the Hampstead portion of the system has and will remain disinfected with chlorine until further notice.

The change may take a few days to reach some customers due to their distance from a water treatment station. Some customers may notice a slight change in the taste or smell of their tap water. Each individual customer has his or her own sensitivity level to the taste and/or odor of chlorine. Many detect no change at all. The mild chlorine taste and smell is normal and poses no health risk.

We anticipate flushing water mains and will send notices to areas that may be affected ahead of time.

We will maintain chlorine disinfection through the winter. We anticipate converting back to chloramines in the Spring.

Change to Moratorium on Customer Disconnections - Effective 10/12/20

Covid-19 has impacted all of us, and we understand the hard times that have resulted because of this pandemic. During this unprecedented time, we want to work together with our customers to find the best way to get through this. This notice will not affect all our customers, but we want you all to understand how we are going to move forward together.

On March 17 ^th , 2020, Governor Sununu issued Emergency Order #3, this order prohibited utility companies from disconnecting service for non-payment during the State of Emergency, and after the State of Emergency has ended customers must be given the opportunity to make payment arrangements. On June 30 ^th , Governor Sununu issued Emergency Order #58, terminating Emergency Order #3 effective July 15 ^th .

On March 17, 2020 Hampstead Area Water Company (HAWC) stopped disconnections for non-payment and stopped charging late fees as required by Executive Order #3.

On 9/8/20 HAWC signed an agreement with the New Hampshire Public Utilities Commission (PUC) and other NH utilities outlining temporary procedures for payment arrangements and disconnections for customers with non-payment or payment in arrears. The agreement can be found here. This agreement allows water utilities to resume disconnections on or after October 12, 2020. Going forward, we will be working with you, our customers, to establish payment arrangements that best accommodate your needs. Any customer that is having difficulty paying their bill can establish a payment plan for arrears to be paid over a 12 to 24-month period based on their circumstances. There will be no late fees assessed for customers with payment arrangements. All payment arrangements will require that you pay your current month’s bill timely and in full to avoid disconnection.

Mandatory Outdoor Watering Ban Atkinson and Hampstead Core System

Due to the lack of substantial precipitation, extremely dry conditions, temporary reductions in yield due to system upgrades, and expected drought conditions Hampstead Area Water Company, Inc (HAWC) is forced to place a mandatory watering ban on all outdoor watering within the Atkinson and Hampstead Core system.

What this means to you:

Effective Friday June 26th, ALL outdoor watering is PROHIBITED. This ban is in effect until further notice. The ban will stay in place until conditions allow the ban to be lifted. Irrigation systems and lawn watering must be discontinued. Hand‐held hoses and watering cans will be permitted for use in your vegetable and flower gardens.

Previously in effect was an odd/even schedule and restriction of times during those days. Due to non‐ compliance and excessive use of the previous policy and lack of immediate response to notice sent on June 18, 2020 asking for a 50% reduction in outdoor watering your water supply continues to diminish making the new watering ban necessary.

Amidst Abnormally Dry Conditions, NHDES is Encouraging Residential Well Users to Conserve and the Public to follow Water Use Restrictions

Concord, NH – According to the weekly U.S. Drought Monitor released today, the entire state of New Hampshire has been categorized as abnormally dry. Over the last 60 days, the state has received significantly less than normal precipitation. The majority of the northern half of the state including Belknap, Grafton, Carrol, and Coos counties have received 25 to 50% less precipitation than normal. To the south, the majority of Sullivan, Merrimack, Strafford, Rockingham, Hillsborough, and Cheshire counties have received 50 to 75% less precipitation than normal. The U.S. Monthly Drought Outlook for June indicates drought development is likely in these southern counties, as well as in southern Belknap County.

Director of the NHDES Water Division, Thomas O’Donovan notes that “New Hampshire is approaching a stage of drought because rainfall over the last two months is about 60% of normal, and New Hampshire had a significantly less-than-average snowpack this past winter. Consequently, stream flows throughout the state are very low and if these weather trends continue, groundwater levels and water supply wells throughout the state will soon begin to be adversely impacted. Two rivers, the Lamprey and Souhegan have had to implement low water actions from their watershed management plans, and other rivers may be impacted soon. Additionally, the NHDES Dam Bureau is closely monitoring and managing reservoirs across the State, as the weather is forecast to remain dry.”

NHDES encourages those relying on private residential wells to begin conserving now. Due to COVID-19, people are at home more often, which means a higher than usual demand on residential well supplies. To protect your well supply, it is recommended that outdoor water use be limited and water use be staggered, allowing the well time to recharge between demands. As drought conditions develop, more municipalities and water utilities will impose outdoor water use restrictions. NHDES urges the public to be conservation-minded and abide by restrictions. Also, finances for well improvements or to drill a new well may be very limited; therefore, during a drought, it is important to curb water use early.

Change in Public Drinking Water Supply Treatment - Fluoride

ATKINSON / HAMPSTEAD - CHANGE IN PUBLIC DRINKING WATER SUPPLY TREATMENT

Beginning in the summer of 2020, the Hampstead Area Water Company, Inc. (HAWC) core system water users in Atkinson and Hampstead will begin receiving additional public water supply from the town of Salem, as part of the Southern New Hampshire Regional Water (SNHRW) project. Source water for the SNHRW project will be provided by Manchester Water Works (MWW). As part of RSA 485:14, it is HAWC’s responsibility to inform you that water treated at the MWW treatment facility is fluoridated prior to entering the MWW distribution system. Fluoride is added to the water for the purpose of promoting community oral health, though, the fluoride levels in the MWW source water (0.7 mg/L) will be diluted upon mixing with Salem’s water supply prior to entry into HAWC’s distribution system since Salem does not fluoridate its water supply. Once the SNHRW water supply enters HAWC’s system, fluoride concentrations are anticipated to be equal to or lower than the naturally occurring fluoride levels experienced in HAWC’s existing water supplies. As a result, the fluoride added by MWW for promoting community oral health may be too low to effectively prevent tooth decay for HAWC’s core system water users in Atkinson and Hampstead.

ATKINSON / HAMPSTEAD - CHANGE IN PUBLIC DRINKING WATER SUPPLY TREATMENT

Beginning in the summer of 2020, Hampstead Area Water Company, Inc. (HAWC) will begin using monochloramine as a residual disinfectant for the core drinking water distribution system in Atkinson and Hampstead. The change will only affect the HAWC core water

system in the towns of Atkinson and Hampstead, and is being made to make the existing chlorinated water supplies compatible with the chloraminated water that will be supplied by the town of Salem as part of the Southern New Hampshire Regional Water project. Chloramines are created by combining chlorine with ammonia at the drinking water treatment plants. Currently, chlorine is used as the residual disinfectant chemical to kill or inactivate bacteria, viruses and other potentially harmful organisms in drinking water. The maintenance of a residual disinfectant is not only to provide continued public health; it is required by the Environmental Protection Agency (EPA) and the New Hampshire Department of Environmental Services (NHDES).

Chloramines are a safe, effective and long-lasting disinfectant that is widely used throughout the U.S. for public water disinfection. They are maintained in the distribution for longer periods of time than chlorine, allowing for longer, more consistent protection against harmful viruses and bacteria.

The U.S. EPA considers monochloramines a safe alternative to chlorine disinfection as it produces fewer disinfection byproducts.

The transition to monochloramines likely will not result in any noticeable difference to the water you experience, though in many cases customers have noted experiencing a reduced chlorine odor and improved taste. The transition to monochloramines will result in:

• Continued compliance with Federal and state water quality regulations

• Fewer disinfection byproducts

• Longer lasting water system disinfection

• Reduced chlorine taste and odor

Monochloramines are safe for drinking, cooking, bathing, and other typical uses, though they can be harmful to anyone experiencing dialysis treatment. Chloramines, like chlorine, are dangerous when they are directly introduced to the bloodstream.

Dialysis patients can utilize chloraminated water for the typical uses outlined previously, but it must be removed from any water source used by the dialysis machines. Hospitals and other medical centers that offer dialysis treatment are responsible for

removing chloramines from any water source prior to treatment and are to be notified of this anticipated change.

While it is also safe for pets to consume, chloramines can be harmful to fish and other aquatic life. Like the dialysis process, chloraminated water can directly enter the bloodstream of aquatic species through their gills and must be removed from the water prior to use in

fish tanks and other aquatic environments. This can be achieved using chloramine removal products, which are readily available at most pet supply stores. Unlike chlorine, allowing water to sit for a few days does not effectively eliminate the monochloramines, as chloramines last longer and will not dissipate.

For pools and spa systems, it is not recommended to use chloraminated source water for fresh fills (e.g. first fill of the season). If chloraminated source water is used for a fresh fill, pleas consult with a pool or water expert. Chloraminated source water can be used in lesser amounts to provide make-up water (to replace water loss due to backwashing, evaporation and/or splash out) for these systems, though users should still be sure to monitor the chlorine concentration in their system when doing so. 2020 Outdoor Watering Policy

This coming spring and summer, HAWC is requesting customers to strictly adhere
to its Outdoor Watering Policy throughout the year.

Re: Reminder ‐ Outdoor Watering Policy

As you may be aware the Hampstead Area Water Company, Inc.’s (HAWC) Atkinson and Hampstead Core system is undergoing many

changes this year as part of the Southern NH Regional Water Project (SNHRWP). As the Core system is upgraded to incorporate the

SNHRWP components many of the core system wells will need to be brought offline for upgrades. This will result in temporary reductions

in yield throughout the year. This coupled with the below average precipitation throughout the winter could lead to supply concerns if

the HAWC watering policy is not strictly adhered to.

In an effort to reduce mandatory water use restrictions this coming spring and summer, HAWC is requesting customers to strictly adhere

to its Outdoor Watering Policy throughout the year. Even when water supply is adequate, conservation is a wise use of an important

resource. Conservation can contribute to a healthy environment, reduce your water bill, and ensure an adequate water supply for years

to come.

Customers with odd numbered addresses (i.e. ending in 1, 3, 5, 7, or 9) are asked to do outdoor watering only on odd numbered dates.

Likewise, those with even numbered addresses (i.e. 0,2,4,6, or 8) should water lawns, gardens and shrubs, fill swimming pools, wash

cars, etc., only on even numbered dates.

This Watering Policy is a key element of Hampstead Area Water Company Inc.’s Water Conservation Program. Although we restrict

irrigation and lawn sprinkler usage to every other day, hand‐held hoses and watering cans will be permitted for use in your vegetable

and flower gardens on any day.

We would also ask that you be mindful of planting new grass and shrubbery / plantings only in times that are optimal for growth, such

as spring and fall.

In addition, upon charging your irrigation for the first time please identify and address any leaks in irrigation lines or heads that may

have resulted from damage over the winter as well as over spraying from heads spraying on pavement, woods, etc. You are asked to

set automatic irrigation systems to water between the hours of 6 pm and 6 am. Homeowners in subdivisions with common areas are

also asked to restrict watering their common areas to every other day.

As we approach these warmer months and with more people home due to the Covid‐19 pandemic using additional water we need to

be as pro‐active as possible to keep people mindful of adhering to the Outdoor Watering Policy.

Hampstead Area Water Company, Inc. (HAWC) has been closely monitoring developments regarding the

ongoing spread of COVID‐19 (coronavirus). At HAWC, the health and safety of our customers, communities

and employees is our top priority. We provide an essential service that it is critically important.

We prepare for many scenarios that may impact our ability to serve our customers in order to make sure

our services remain uninterrupted. HAWC has advised all employees that if they are experiencing any

symptoms to remain home as a precaution so as not to infect co‐workers or customers they may come in

contact with, and to notify us if they have traveled to any areas of concern. We are currently maintaining

essential operations and services and advise all to follow the most current guidance from the Center for

Disease Control, as well as state and local agencies.

Spring 2019 Announcement to Customers

Ongoing Projects and Plans

This information is being provided to update the public and Hampstead Area Water Company (HAWC) customers of the ongoing projects that HAWC is currently working on and recently completed. Some of the recent projects that have been completed include a new pumping and treatment station in Atkinson, generators at Bow Lake in Strafford, NH, Oak Hill in Chester, NH, Additional filtration for iron and manganese at Colby Pond in Danville, NH, and Arsenic media replacements at several systems.

HAWC is currently working with the Department of Environmental Services (DES), and the NH Drinking water and Groundwater Trust Fund (DWGWTF) to provide water from Manchester Water Works (MWW) through Derry, Windham, Salem, Atkinson, and ultimately provide water to Plaistow to address water quality issues. The Southern NH Regional Water Project (SNHRWP) will also provide a source of water for Windham and also provide additional source capacity to Salem, Atkinson and Hampstead.

HAWC is actively engaged with the SNHRWP and as part of the overall project we expect to start construction on a 1 Million Gallon Water Storage Tank located in Atkinson as early as May 2019 to be funded by a combination of grant and loan through the DWGWTF. The Atkinson Tank is the first of many construction projects related to the SNHRWP.

Construction of the Atkinson Tank will improve HAWC's ability to provide safe and reliable service to its Atkinson and Hampstead customers by:

Providing more stable pressures and flow rates;
Allowing wells to pump at a more constant, sustainable rate, which will reduce wear and tear on mechanical and electrical equipment;
Reducing system complexity by providing storage for peak demands;
Increasing fire suppression storage volume;
Receiving water from the SNHRWP;
Provide water to Plaistow as part of the SNHRWP.

As part of the SNHRWP, we will be securing 250,000 gallons of water per day from MWW under Phase I of the project. This water will provide the system with approximately 55% of its current needs and will allow the system more flexibility in its operations. In addition to constructing the 1-million-gallon storage tank in Atkinson, we will be constructing the following components related to the SNHRWP:

A booster and treatment station in Atkinson on West Side Drive at the Salem town line;
Construct watermains;
Convert existing sources to chloramine treatment;
Renovate an existing pressure reducing station on Main Street in Atkinson.

The proposed Phase II of the SNHRWP will require additional infrastructure upgrades and includes an additional 500,000 gallons per day of capacity available to Atkinson and Hampstead. Currently there is no established time line for Phase II of the project.

In addition to the SNHRWP we are currently working on the following projects:

HAWC is currently undergoing an extensive study under the DES Large Groundwater Withdrawal permitting process with the assistance of Emery & Garrett Groundwater Investigations (EGGI) to permit a new well at the Angle Pond well field in Hampstead. The new bedrock well known as Angle Pond Well 3 will provide our Atkinson and Hampstead system with additional water and allows for flexibility in its operations.

We have been asked if the Atkinson and Hampstead system is adding an additional 250,000 gallons per day from the SNHRWP why additional wells are being permitted. While the Atkinson and Hampstead System will benefit from 250,000 gallons per day from the SNHRWP, the wells we are proposing and have recently permitted will provide for a more reliable and sustainable supply which allows us to continue to provide clean safe drinking water. One example is the recent need to reduce pumping at the Kent Farm well field which has been linked to impacts on neighboring wells. The reduction in pumping will be offset by production from newly permitted and proposed sources.

HAWC is working closely with the DES the NHPUC and surrounding stakeholders to ensure that our Customers and neighbors have safe and reliable drinking water.

The new online customer portal is now available! Instructions with your specific account info were sent by mail.

As of April 15, 2019, Hampstead Area Water Company, Inc. (HAWC) has upgraded to a new billing software and new online customer portal. All customers have been assigned a new account number. Your new account number will be mailed out by the end of April. You will need your new account number and your home phone number that is currently listed on your HAWC account to register with the new MyHAWC web portal. You will not be able to access your account online if the home phone number does not match our records.

To register your account with the new MyHAWC web portal, please follow these steps.

1. Visit our website, www.hampsteadwater.com , and click the middle blue button “Register for Online Access”. This will direct you to the new MyHAWC Portal member registration page.

2. At the member registration page, you will need to enter your email, name, phone number and create a password. The password must be at least 6 characters. After filling out each field, click “Create Member”. A confirmation email will be sent to the email you provided that will have instructions for activating your membership. You will need to open this email and click on the link to complete your registration. If you do not receive an email, please check your spam and junk folders.

3. After clicking on the link from the email, you will need to log in with your email and password you just created. Once logged in, click on the “My Water Service” tab at the top, next to where it says “Home”.

4. It will tell you that you do not have any Utility Billing accounts associated with your membership. Click “ Add an Account ”. This will bring you to the My Water Service Home page, where you will link your HAWC account to your membership.

5 . Once in the My Water Service Home page you will need to enter in your new account number and home phone number listed above. The phone number field is very specific. You will need to enter it exactly how it is listed, with parenthesis around the area code and with a dash, (XXX) XXX-XXXX. Once both fields are filled out, click add account. It will tell you your account number was successfully added, and you can then click on your account number and it will bring up all your account information.

6. If you have multiple service addresses with HAWC, they will now each have their own account number. You can add them all by repeating steps 4 and 5 for each location. The “add account” button will be on the “My Water Service Home” page.

Save Water, Use Drip Irrigation

Stop watering your sidewalk and get the most for your garden and lawn

Drive around any neighborhood in the summer time and you're bound to hear the unmistakable sound of a sprinkler spraying water chaotically all over lawns. Grass, trees, and flower beds all share the water raining haphazardly from the system . In drought-prone areas, not only could this be ineffective in maintaining your yards, it's a waste of a precious water resource that is hard to get back.

According to the Environmental Protection Agency , the total number of households in the US use 29 billion gallons of water daily. 30 percent of that total outdoor water use, which equates to nearly 9 billion gallons. In the summer months, that number can skyrocket to as high as 70 percent.

It's also important to note that a lot of this water is wasted when applied through a sprinkler system. At least half of the water used typically falls on the sidewalk or evaporates in the air . Lawns and gardens only receive about half is what is produced by the sprinkler.

Instead of wasting all that water, try a different approach that exists as a more powerful resource, saves water, and will help reduce your monthly bill.

Drip i rrigation systems applies small amounts of water directly to the crop root zone. Instead of spraying water aimlessly over the lawn, drip irrigation systems eliminate the possibility of run off, evaporation, or drift

Basic drip systems consist of a long plastic tube that sits on the ground or can be buried under a light layer of mulch . The drip system is low-pressure and low volume. Most important, the drip system can be hooked up to your hose spigot; homeowners don't need to reconfigure their water lines.

Using small fittings, drip irrigation systems release water at a much slower rate. Most drip irrigations can include a timer, which allows you to dictate how long you water plants and flower beds without overwatering. Timers can be crucial especially in periods of rains.

Best of all, most drip irrigation systems do not require professional installations. Simply attach the tubing to the valve and include as many emitters as you want. Depending on what kind of plants, trees or flower beds you are looking to water will dictate how many emitters that you will need for your lawn.

You can find drip irrigation systems at most hardware stores in the area, including East Coast Lumber in Hampstead. Prices range from $30 to $200. Reach out to your local hardware stores to price out your equipment and start saving money and the environment today.

Where does your drinking water come from?
Your drinking water comes from either groundwater or surface water. Groundwater is the water that flows through the spaces between soil particles and through fractures in rock. It comes from rain and snowmelt percolating through the ground. Surface water comes from rainfall and snowmelt running over land and from groundwater seepage into lakes, rivers and reservoirs.

Why should you be concerned?
While some pollutants, such as bacteria, viruses and phosphorus, can be reduced by passing through soil under certain conditions, groundwater can be easily contaminated by chemicals and oils. Surface water is also affected by soil and pollutants picked up as water flows over land.

DO
•Use non-toxic and less-toxic alternatives to pesticides and household chemicals.
•Take leftover household chemicals to your town’s household hazardous waste collection day.
•Follow package directions on pesticides, fertilizers and other household chemicals.
•Check your underground fuel storage tank (UST) frequently for leaks. If a UST is more than 20 years old, replace it with an aboveground storage tank that has a concrete slab underneath it, a cover and secondary containment.
•Take care of your septic system. Inspect it every year and get it pumped out every 3-5 years.
•Avoid damage to your leach field and distribution lines by keeping vehicles, livestock and other heavy objects off of them.
•Test soil every two years to determine existing nutrient levels and pH before applying fertilizers.
•Use slow or controlled release nitrogen sources of fertilizer.
•Measure the area of your lawn to be fertilized to determine how much to use and calibrate or adjust spreader settings to match the recommended rate for fertilizers.
•Use drip pans large enough to contain motor vehicle or power equipment fluids being replaced or drained.
•Fully drain oil over a drip pan or pail before disposal. Most solid waste transfer stations accept used oil filters for recycling. Store and transport used oil filters in a covered leak-proof container until disposal.
•Keep absorbent materials such as rags, pads, “Speedi-Dry” or kitty litter near the work area and clean up all spills as soon as they occur.
•Dispose of all used absorbents immediately in a leak-proof container.
•Refuel or repair engines over an impervious surface, such as a concrete floor or tarp.
•Drain all fluids from motor vehicle parts before removing them from the vehicle.
•Follow medicine disposal guidelines described at www.nh.gov/medsafety .

DON’T
•Buy more pesticides or hazardous chemicals than you need.
•Dispose of hazardous chemicals by pouring them down the drain or onto the ground.
•Over-use pesticides or household chemicals. More is not necessarily better.
•Have your UST removed by a contractor who is not familiar with state guidelines for UST removal.
•Overload your septic system with solids by using a garbage disposal, unless the system is specifically designed for one.
•Pour chemicals down the sink or toilet.
•Use septic system cleaners or additives containing acids or chemical solvents such as trichloroethylene (TCE).
•Use fertilizers if heavy rains are anticipated as the nutrients will be flushed from the lawn into drains and low areas.
•Apply fertilizers within 25 feet of most lakes and streams.

Is Gasoline Contaminating Your Drinking Water?
Gasoline is one of the most dangerous products commonly found around the home, yet people often store and use it with little care. Some of the chemicals in gasoline have been found in drinking water with increasing frequency, including benzene, toluene and MtBE (Methyl t-Butyl Ether), which is easily dissolved in water and is a possible carcinogen. Even a gasoline spills as small as a gallon can contaminate your drinking water wells or a public water supply.

To Protect Your Drinking Water From Gasoline
Avoid Spilling Gasoline on the Ground, Especially Near Wells
•Don’t drain gasoline from lawn mowers, snow blowers, etc. onto the ground.
•Don’t burn brush with gasoline.
•Don’t top off your fuel tank.
•Keep refueling and engine work away from water supply wells, and if possible, over a concrete floor or similar barrier. Immediately clean up any gas or oil spills.
Avoid Spilling Gasoline in Lakes, Ponds, and Rivers
•Keep special gasoline-absorbing pads on your gas-powered boat and know how to use them.
•If you own a larger boat, make sure it has no-spill tank vents.
•Fill portable tanks from outboard boat engines on shore.
•Refuel snowmobiles and ice augers on shore; do not take gasoline storage tanks onto ice-covered ponds.

Store Gasoline Properly
•Use a clearly labeled container made for gasoline and with a spout to avoid spills.
•Keep gasoline containers in a dry, well ventilated shed or detached garage away from water supply wells. Don’t keep metal gasoline cans on a dirt floor for extended periods.
Dispose of Waste Gasoline Properly
•Handle old or dirty gasoline as hazardous waste. Bring it to a household hazardous waste collection center in a proper gasoline container.

U.S. Drought Outlook Predicts Drought Development

NHDES is Urging Residents to Conserve Water

Concord, NH – According to the U.S. Drought Monitor released today, over the past five weeks the entire state of New Hampshire has been categorized as abnormally dry and the 3-Month Seasonal Drought Outlook, also released today, predicts that drought development is likely. Over the last 60 days, the majority of the state has received approximately 50% expected precipitation. NHDES urges the public to be conservation-minded and to begin limiting outdoor water use, including refraining from landscape watering and limiting any watering to between 7pm and 8am. Also, NHDES recommends residents suspend other outdoor water uses such as power washing, washing cars, and washing down large surfaces such as driveways and sidewalks.

Stacey Herbold, Water Conservation and Water Use Program Coordinator at NHDES, states that, "When conditions are abnormally dry and drought indicators predict a likely drought looming, it is time to take action. While hundreds of homeowners' wells went dry during the 2016/2017 drought and a handful of public water systems struggled, the majority of public water systems worked very hard to manage their supplies successfully with a major player in that success being the help of the public limiting outdoor water use. By taking action now we delay any impending shortages and create a buffer of time to prepare for reduced supplies."

NHDES has prepared a series of drought and water efficiency guidance documents to assist the public, municipalities, and water utilities. There are also available surveys for homeowners on private wells and other private well users to report water shortages and costs, as well as a form for water systems and municipalities to report outdoor water use restrictions. BOSTON – Today, U.S. Environmental Protection Agency (EPA) announced a major step forward for New Hampshire's water quality with improved stormwater management requirements as well as an array of training and implementation tools to assist municipalities with implementation.

The new permit (which EPA issued in 2017 but has not yet taken effect) will update stormwater management efforts across the state's urbanized areas that will better protect rivers, streams, ponds, lakes, and wetlands from harmful pollutants in many communities. While updating ecological protection, the permit also maximizes flexibility for individual municipalities to tailor their efforts to individual needs and local conditions.

"EPA has worked very hard with local and state officials to develop permits that reflect a practical, common-sense approach to protect and restore New Hampshire's waterways," said EPA Region 1 Administrator Alexandra Dunn . "We will continue to work closely with our partners to ensure we provide communities with a great deal of flexibility in local management practices and maintain the highest water quality."

Stormwater is the leading cause of impaired water quality in New Hampshire and carries a wide range of pollutants to the state's waterways, including bacteria and viruses that close beaches and shellfish beds; toxic metals; and excessive phosphorus and nitrogen that can stimulate algae blooms in New Hampshire's ponds, lakes, rivers, and coastal waters. In addition to water quality impacts, changing rain patters have increased the volume of stormwater that small "Municipal Separate Storm Sewer Systems" (MS4s) must handle, leading to increased flooding risk throughout New Hampshire.

To address these problems, EPA has issued an updated permit that will help clean up New Hampshire waters and alleviate flooding by improving stormwater management in municipalities. Working closely with New Hampshire Department of Environmental Services (NHDES), and with extensive community input, EPA developed permit requirements that will:

Find and eliminate illegal sewage discharges from stormwater systems;
Implement common-sense practices to keep pollution out of stormwater—for example, better street sweeping and cleaning of stormwater catch basins; and
Make sure that new development incorporates modern stormwater management, to avoid adding to the problem.

EPA has worked closely with NHDES to conduct training and outreach to help municipalities get ready for the new permit. Topics have included permit overview presentations, Notice of Intent preparations, town meeting attendance and GPS training. In addition to the training provided, EPA has also produced tools to assist municipalities in implementing the permit requirements, such as a stormwater management plan template, templates for illicit discharge procedures, and examples of ordinances. The permit will go into effect on July 1 and the first submittal for municipalities will be the Notice of Intent for coverage under the permit, which will be due 90 days later.

5 Water Conservation Tips

Conserving water helps to avoid the considerable expense of developing new water supply sources, and ensures that we will continue to have adequate supplies to service our customers.

Leaking toilets & faucets are the most common source of increased water usage.
Hundreds of gallons of water can be lost from a toilet leak daily! (Refer to Leak Detection for additional information).

2. Do not over-water plants and lawns. For best results, try morning watering.

3. Avoid washing down paved areas. Also try using a bucket when washing the car.

4. Use the washing machine & dishwasher wisely. Half loads can use just as much water as full loads.

5. Avoid running the faucet while washing your hands, brushing your teeth, etc
